Like a Shepherd, God surveys our surroundings and identifies our areas of "lack". He securely and strategically implement measures to generate the safest and most complete or adequate ambiance for us to live. In other words, He seeks to give us the most satisfying life- a life without want. A good Shepherd would hate to know that the needs of his sheep is not being attended to, and thus takes, sometimes, risky journeys, until he meets a satisfying pasture for his sheep to graze; to ensure that they do not "go without". God always leads us in green pastures to create the most satiable life, accommodating for our needs in all aspects.
